About Downtown New Orleans
Unlike other downtown areas, the term “downtown” did not actually refer to the city center proper, but to the neighborhoods along the Mississippi River, down-river from Canal Street. This area includes the French Quarter, Treme, Faubourg Marigny, Bywater, the 9th Ward, as well as other neighborhoods. So the historic use of the term excludes the New Orleans Central Business District.
However, in 1974, the Louisiana Legislature created the New Orleans Downtown Development District, which is a business improvement district bordered by the Iberville Street, the Pontchartrain Expressway, Clairborne Avenue, and the Mississippi River. This area excludes the French Quarter.
